LASBCA Demolishes Distressed Six-Storey Building in Ikoyi Over Safety Concerns

The Lagos State Building Control Agency (LASBCA) has removed a distressed six-storey residential building located at No. 10 Olufemi Pedro Street, Parkview Estate, Ikoyi, following the discovery of serious structural defects that posed risks to lives and neighbouring properties.

The building was identified during a routine monitoring and inspection exercise conducted by officials of the agency within the Ikoyi-Obalende District.

According to LASBCA, findings from the inspection revealed multiple structural failures, including foundation failure, visible signs of sinking, and differential settlement, indicating movement within the building’s foundation system.

The agency also detected vertical, diagonal, and horizontal cracks on several structural elements, in addition to cracks on the floors and perimeter fence, raising concerns about the overall stability of the structure.

Officials noted that the building had already begun sinking, a development that heightened fears of a possible collapse and the potential impact on adjoining properties.

Further investigations revealed that the property lacked the necessary building approvals and statutory documentation required under existing regulations.

LASBCA stated that before the demolition exercise, all relevant statutory notices were duly served on the property.

These included a Contravention Notice for Distressed Structure, a Seal-Up Notice, and a Demolition Notice in line with established legal procedures.

The building had earlier been sealed by the agency’s Enforcement Department, while site inspections, documentation, and photographic evidence were obtained as part of the enforcement process.

According to the agency, the property owner or developer failed to respond to the notices issued before the enforcement action was carried out.

Speaking on the development, the General Manager of LASBCA, Bldr. Gbaye Florence, said the decision to remove the building was informed by the level of structural distress observed during inspections.

She explained that the combination of foundation failure, extensive cracking, differential settlement, and the building’s sinking condition made immediate intervention necessary to avert a potential disaster.

Florence reaffirmed the agency’s commitment to ensuring public safety through continuous monitoring of buildings and strict enforcement of building control regulations across Lagos State.

She also urged property owners and developers to comply with approved building standards, obtain all necessary permits and approvals, and promptly address structural defects whenever identified.

The agency reiterated that it will continue surveillance and enforcement activities across the state to ensure that buildings meet safety requirements and do not pose threats to residents or surrounding communities.
