Lagos’ Waste Crisis Demands Urgent, Sustainable Solutions

Lagos State is facing a worsening waste management crisis, with heaps of refuse becoming an increasingly common sight across the city. In some communities, residents say waste has remained uncleared for months, raising concerns about public health, environmental safety and the effectiveness of the state’s waste management system.

The crisis has been attributed partly to the state’s underestimation of the volume of waste generated daily. Deputy Governor Obafemi Hamzat recently said Lagos had initially estimated daily waste generation at 13,000 tonnes but later discovered that the actual figure was about 17,000 tonnes, creating significant challenges for planning and effective waste collection.

Operational difficulties have also affected the Lagos State Waste Management Authority (LAWMA) and Private Sector Participants (PSPs). Some PSP operators reportedly lack sufficient functional collection trucks, while some landfills are nearing the end of their lifespan. Flooded access roads, rising diesel costs and rapid population growth have further compounded the problem.

As waste collection services struggle to meet demand, some frustrated residents have resorted to dumping refuse along roadsides and in drainage channels or patronising unauthorised cart-pushers. These practices worsen environmental pollution, contribute to flooding and expose residents to serious health risks.

The state government has reportedly ordered additional waste collection trucks to improve operations, although their delivery has been delayed. This means the current challenges may persist unless urgent and comprehensive measures are implemented to improve the capacity of LAWMA and waste collection operators.

Lagos needs a sustainable, data-driven and technology-based approach to waste management. Accurate information on the volume and type of waste generated across the state is essential for effective planning, while stronger partnerships with competent private-sector operators could improve collection and disposal services.

The state can also adopt innovative solutions used in other parts of the world, including technology for waste monitoring, sorting and recycling, as well as GPS-tracked collection systems to ensure regular waste evacuation. Such measures could help improve accountability and efficiency within the waste management system.

Plans to replace ageing landfills with recycling facilities and waste-to-energy plants also offer a long-term solution. Existing and proposed projects, including transfer loading stations and material recovery facilities, could reduce dependence on landfills while converting waste into useful resources.

However, these initiatives must be implemented effectively and urgently. Lagos, as a major African megacity, cannot afford to allow refuse heaps to become a permanent feature of its environment. The current situation demands decisive action, reliable data, improved infrastructure, stronger enforcement and a sustainable waste management strategy.
