Lagos DMO Trains Green Bond Project Officers on Post-Issuance Management

The Lagos State Debt Management Office (DMO) has organised a two-day capacity-building programme for officers handling Green Bond projects to strengthen their skills in the efficient management, implementation and reporting of projects funded with Green Bond proceeds.

The training, organised as part of efforts to ensure the judicious utilisation of Green Bond funds, focused on equipping project officers with the knowledge required to meet post-issuance management standards and ensure the successful delivery of projects listed under the state’s Green Bond programme.

The programme is a follow-up to an earlier post-issuance capacity-building training held for project officers in November 2025. It also provided participants with an opportunity to review knowledge acquired during the previous training and address challenges encountered during project implementation.

In her welcome address, the Permanent Secretary of the Debt Management Office, Mrs. Alake Sanusi, said the training was aimed at improving participants’ understanding of Green Bond rules and requirements, with particular emphasis on post-issuance impact assessment and reporting.

She described Green Bonds as climate-friendly and environmentally sustainable financing instruments expected to deliver measurable benefits for the climate, environment, communities and residents.

Sanusi also announced that Lagos State won the EMEA Finance Achievement Award as the Best Green Bond Issuer in Sub-Saharan Africa in 2025, attributing the achievement to the support and contributions of stakeholders involved in the state’s Green Bond programme.

According to her, issuing a Green Bond alone is not enough, stressing that effective post-issuance management is essential to maintaining global standards and ensuring that proceeds are properly deployed. She said the capacity-building programme was organised in partnership with PricewaterhouseCoopers (PwC) to provide project officers with relevant expertise and practical skills.

The Permanent Secretary urged participants to actively engage in the training and apply the knowledge gained towards the successful implementation of Green Bond projects, noting that the effectiveness of the projects would be reflected in the quality of implementation and reporting.

She added that post-issuance capacity building would remain a continuous exercise for the state, warning that failure to comply with global standards for Green Bond management could result in the withdrawal of the certification that qualifies Lagos State to issue such bonds.

Sanusi commended PwC for its partnership and technical support in the state’s Green Bond journey, particularly in training stakeholders in line with international best practices.

The two-day programme was attended by project officers from seven Ministries, Departments and Agencies involved in the implementation of projects funded under the Lagos State Green Bond.
