The warning was issued by Russia’s Foreign Ministry on Saturday as Moscow continues its missile and drone attacks across Ukraine, with Kyiv among the areas targeted in recent weeks.
The ministry said it had previously advised foreign nationals and diplomats in Kyiv to leave the city and avoid travelling to Ukraine.
It expressed concern that some people had ignored the warning and were knowingly exposing themselves to what it described as “mortal danger.”
“The Armed Forces of the Russian Federation will continue to deliver massive retaliatory strikes,” the ministry said, adding that responsibility for any potential consequences would rest with those who ignored the warning.
The latest statement follows intensified attacks on Kyiv’s critical infrastructure, including energy facilities and bridges.
Kyiv Mayor Vitali Klitschko said on Friday that the city should be placed on a war footing, accusing Russian forces of “tearing Kyiv apart” through continued strikes.

Ukrainian President Volodymyr Zelensky has accused Vladimir Putin of authorising large-scale attacks on civilian areas and violating the rules of armed conflict.
The Kremlin has rejected the accusation, as the conflict continues to pose security risks for residents and foreign nationals in the Ukrainian capital.
