FG Unveils Full IPPIS HR Platform to Eliminate Payroll Leakages, Modernise Civil Service

The Federal Government has launched the full Human Resource (HR) Modules of the Integrated Personnel and Payroll Information System (IPPIS), marking a major step in its efforts to eliminate payroll leakages, improve workforce management and strengthen efficiency across the Federal Civil Service.

The newly deployed platform transforms IPPIS from a payroll processing system into a comprehensive Human Capital Management solution that automates key personnel functions across 508 Ministries, Departments and Agencies (MDAs). The digital platform now manages recruitment, onboarding, promotions, transfers, leave administration, payroll processing, workforce analytics and employee self-service, creating a unified system for personnel administration within the public service.

Speaking at the official launch in Abuja on Monday, the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, described the initiative as a significant milestone in the Federal Government’s digital transformation agenda and a critical component of President Bola Tinubu’s Renewed Hope reform programme. She said the platform would provide government with accurate and reliable workforce data to support strategic planning, staff deployment, succession planning and resource allocation while eliminating manual processes that often result in delays, duplication and administrative inefficiencies.

According to Walson-Jack, the upgraded system builds on the Employee Self-Service application introduced during the 2026 Civil Service Week by integrating biometric enrolment, establishment management, employee mobility, payroll administration, reporting and workforce analytics into a single digital ecosystem. She identified the digitalisation of staff postings and transfers as one of the platform’s most significant innovations, noting that deployment decisions would now be handled electronically to enhance transparency and accountability.

The Head of Service explained that integrating human resource functions across all 508 MDAs would improve record management, eliminate duplication of personnel records, minimise payroll errors and strengthen institutional accountability through automated approval processes and comprehensive audit trails. She, however, cautioned that technology alone would not achieve meaningful reforms unless accompanied by changes in administrative processes. She urged permanent secretaries and accounting officers to ensure effective implementation, simplify existing procedures and provide adequate training for staff to maximise the benefits of the new system.

Also speaking at the event, the Accountant-General of the Federation, Shamseldeen Ogunjimi, said IPPIS has witnessed remarkable growth since its introduction in 2007, expanding from just seven pilot MDAs to 508 MDAs with over one million employee records currently on the platform. He emphasised that successful digital transformation depends not only on technology but also on improved processes and the commitment of personnel responsible for implementation.

Chairman of the Federal Civil Service Commission, Professor Tunji Olaopa, described IPPIS as one of the most successful public service reform initiatives undertaken by the Federal Government since 2007. While commending the progress made, he called for stronger change management strategies and improved data integrity, particularly in addressing delays associated with staff verification. He advocated greater reliance on biometric verification and recommended the appointment of digital ambassadors across MDAs to support civil servants who may require assistance in adapting to the new technology.

Olaopa further noted that the personnel and payroll infrastructure is now fully conceived, developed, deployed and supported by Nigerian professionals using indigenous technology. According to him, the locally developed platform will reduce software licensing costs, safeguard sensitive government workforce data, minimise exposure to foreign exchange fluctuations and create opportunities for future integration of artificial intelligence into workforce planning and broader government digital systems.

A member of the implementation team, Abiodun Olushola, disclosed that the deployment represents the first phase of the full HR modules after several years of planning, system development, testing and extensive stakeholder engagement. He expressed confidence that the platform would significantly enhance personnel administration, improve service delivery and reinforce transparency across the Federal Civil Service.
