The Inspector-General of Police, IGP Olatunji Rilwan Disu, has proposed the establishment of an Orange Economy Security and Intellectual Property Coordination Desk within an existing structure of the Nigeria Police Force to strengthen security and intellectual property protection in Nigeria’s creative sector.
Disu made the proposal on Wednesday, September 16, 2026, while delivering a lecture to participants of Senior Executive Course 48, 2026, at the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Plateau State.
The lecture, titled “The Orange Economy and Entrepreneurship for Sustainable Development in Nigeria: The Role of the Nigeria Police Force,” examined the connection between security, entrepreneurship and the development of creative industries.
The IGP identified film, music, fashion, publishing, advertising, digital content, gaming, tourism, heritage and the arts as key areas increasingly driven by technology, entrepreneurship and intellectual property. He said stronger protection of creators, businesses and intellectual assets could support employment, investment and national development.
He said the proposed coordination desk would promote specialised policing, inter-agency collaboration, dedicated reporting channels and stronger engagement with creative industry stakeholders. He also advocated intelligence-led strategies to tackle organised piracy, counterfeiting, cyber-enabled fraud and other crimes affecting creative enterprises.
Disu further called for stronger collaboration between the Nigeria Police Force, the Nigerian Copyright Commission and other relevant agencies. He identified the protection of film locations, concerts, festivals, tourism sites and cultural assets, as well as improved cybercrime response and preservation of digital evidence, as areas requiring greater attention.
The IGP also emphasised financial investigations, where applicable, to trace proceeds linked to criminal networks operating through payment accounts, digital wallets, advertising revenues, logistics networks and online distribution platforms.
According to Disu, providing young Nigerians with legitimate opportunities to turn their talents into employment and income could reduce their vulnerability to criminal activities. He added that piracy, fraud, extortion and other crimes could weaken businesses, discourage investment and undermine innovation.
Disu stressed that policing the creative economy must balance public safety with the rights necessary for creativity and enterprise to flourish. He reaffirmed the police commitment to working with government institutions, industry stakeholders, creative professionals and communities to strengthen intellectual property protection and secure the creative sector.
