The Lagos State Health Management Agency (LASHMA) and its Permanent Secretary, Dr. Emmanuella Zamba, have received awards at the 2026 Nigeria GOVTECH Public Service Awards organised by the Bureau of Public Service Reforms under the Presidency.
LASHMA won the Best State MDA in Digital Health Service Delivery Award, while Zamba received the GOVTECH Trailblazer’s Award for her leadership and contributions to innovation, technology adoption and institutional transformation in the public sector.
The awards were presented at the Banquet Hall of the Presidential Villa, Abuja, by the Director-General of the Bureau of Public Service Reforms, Mr. Dasuki Arabi, who commended the agency for its digital innovations, particularly in social health insurance.
Arabi said LASHMA emerged as a winner following a nationwide nomination process and an independent comparative assessment of its digital health service delivery systems.
He noted that the agency had digitised its enrolment, payment and regulatory processes, enabling corporate organisations to apply and pay online for their Corporate Identification Numbers (CIN).
According to him, LASHMA’s unified database supports nearly two million ILERA EKO registrations, including more than 200,000 self-registrations. He added that over 800 healthcare providers were digitally connected, while approximately 80,000 pre-authorisations and claims were processed monthly.
Other innovations recognised included telemedicine services, virtual health booths, customer relationship management systems and digital vulnerability assessments, which have improved access to healthcare services and strengthened the agency’s responsiveness.
Arabi also highlighted the ILERA EKO Spotlight Online Radio as a platform for promoting awareness and engagement on health insurance. He urged LASHMA to sustain its innovations and expand enrolment to support the Lagos State Government’s goal of achieving universal health coverage.
Receiving the awards, Zamba thanked the Bureau of Public Service Reforms for recognising the agency’s efforts to provide Lagos residents with quality, affordable and equitable healthcare services.
She reaffirmed LASHMA’s commitment to expanding enrolment in the ILERA EKO social health insurance scheme to reduce healthcare costs and out-of-pocket payments for medical services across the state.
The agency noted that the Bureau of Public Service Reforms award was its fourth recognition in 2026.
